In 1941 London, amid the Second World War, an appeal was brought before the House of Lords challenging the government's right, under a Regulation known as 18B, to detain citizens without charge. This play with the same name explores this landmark case through the friendship of two significant judges, Lord Wright and Lord Atkin. The significance of the regulation to Britain, and the world, comes through in these human embodiments of opposing ideas.
